permissions problem

I would like to activate winswitch on the other user accounts (which are not admins) but I get a message saying that I can't because I don't have permission to open the application and I should contact the admin. I tried going back into my admin account and giving permission, but had no success doing that. Any suggestions?

Perhaps one of the enclosing folders doesn't have read access for all users?

The enclosing folders are /Library/ and /Library/Menu Extras/...
